The action covers 548 prisoners and would mark a historic use of gubernatorial clemency. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A substantial part of the process now rests with California\u2019s highest court. According to figures provided by Newsom\u2019s office to The Associated Press, 382 cases require judicial approval because the individuals have more than one felony conviction. That requirement makes the court\u2019s review central to completing the governor\u2019s plan.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Newsom framed his decision around the limits of government power and the fairness of the justice system. In his public letter, he described state-sanctioned killing as \u201cincompatible with California\u2019s values.\u201d He also acknowledged that the announcement would bring painful memories back to victims\u2019 families. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The announcement follows years of restrictions on executions. California last carried out an execution in 2006, and Newsom imposed a moratorium in 2019. Capital punishment remains authorized under state law, while the proposed commutations would change the sentences of those currently facing execution. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The decision has drawn sharply different responses. Opponents, including victims\u2019 advocates, argue that the governor is overriding punishments imposed by juries and judges.
